What is Quebec’s Bill 16?
Adopted in 2020, Bill 16, also known as the law on building management and insurance, aims to enhance the safety of Quebec’s buildings by ensuring proper maintenance and imposing regular inspections. It requires that every building of 5 stories or more have an up-to-date maintenance logbook and a building condition report every 5 years.
Why is it important to get a building condition report?
The building condition report is necessary to maintain the safety of your building and to ensure that you are in compliance with the law. In addition to detecting structural problems, a well-made state-of-the-building report can help you plan upcoming work and estimate maintenance costs for the coming years.
As its name suggests, the role of this report is to ensure an evaluation of the current condition of the common components of a co-ownership. This report is usually accompanied by a list of deficiencies, which can then be handed over to the builder to carry out the necessary corrective work.
Our work as certified building inspectors is essentially to assess the condition of the systems and common areas of the property, both in terms of the exterior envelope (balconies, windows, walls, roofing, etc.) and apparent elements at the level of structures, electrical and mechanical equipment, as well as elevators, lifts, or moving staircases.
At the heart of our inspection process, our team follows these essential steps:
Interview with those responsible to review the building’s history and identify any particular problems.
Careful analysis of the plans and specifications to better understand the structure and specifications of the building.
Inspection of the building’s envelope, including fenestration, foundation, roofing, exterior cladding, balconies, and other elements.
Visual assessment of the common areas of the building to detect any degradation or potential wear.
Visual inspection of mechanical and electrical equipment to ensure their proper functioning.
Visual inspection of fire safety systems to guarantee the safety of all occupants.
Detailed inspection of elevators, lifts, moving stairs, and platforms for disabled persons to ensure compliance with safety standards.
Visual assessment of exterior and interior layouts to identify any maintenance or safety issues.
In-depth analysis of all observations made to prepare a comprehensive inspection report.
Personalized presentation of the report to our client, with insightful recommendations for optimal building management.
